Pennsylvania paycheck calculator, 2026

Pennsylvania has a single flat state rate with no brackets, no allowances and no standard deduction, which makes the state line the most predictable in the country. The complications are local: municipalities levy an Earned Income Tax, typically 1–4% and higher in Philadelphia, plus a small flat Local Services Tax. Pennsylvania is also one of the few states that taxes 401(k) contributions at the state level even though they are deferred federally — so a Pennsylvania pre-tax contribution saves less than it appears to.

Pennsylvania works this out from a formula rather than a bracket table, so the amount withheld depends on what your state form says as well as what you earn. These are the steps the calculation actually takes:

  1. Flat 3.07% of compensation; Pennsylvania allows no standard deduction, personal exemption or allowances.

Bonuses and supplemental pay

Pennsylvania withholds supplemental wages — bonuses, commission, severance — at a flat 3.07%, separately from your regular salary. A bonus can therefore have a different amount withheld than the same money paid as salary, which is usually why a bonus arrives smaller than expected.

Local taxes in Pennsylvania

These are levied on top of the state tax and are not included in a headline state rate. They are the usual reason two Pennsylvania paychecks with the same salary differ.

Pennsylvania local earned income tax

Philadelphia wage tax is returned by DCED's official lookup but administered outside Act 32; the higher-rate calculation still produces the withholding amount DCED reports.
